ABA therapy in Arizona
Arizona Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2008. Here’s how it actually works — and how we handle the messy parts for you.
Does Medicaid cover ABA in Arizona? Yes.
THE COVERAGE PATHWAY
Covered for members under 21 via EPSDT under AHCCCS (Arizona's Medicaid, an 1115-waiver managed-care system; AMPM Policy 320-S); delivered through AHCCCS Complete Care MCO plans, or via DES/DDD health plans for ALTCS members with DD
WHO RUNS IT
AHCCCS — Arizona Health Care Cost Containment System; azahcccs.gov; 602-417-4000; DDD services via DES (des.az.gov/ddd)
You don’t have to memorize any of this — we work with Arizona’s system every day.
Getting approved, in three steps
Arizona requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.
1
Round up the diagnosis paperwork
An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.
2
We build and submit the plan
Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in Arizona — forms, follow-ups, and all.
3
Coverage confirmed. Therapy starts.
Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.
The fine print, if you want it (Arizona’s exact rules)
Provider submits prior authorization to the member's AHCCCS health plan or DDD with an autism/ASD diagnosis, comprehensive assessment, and a medical-necessity treatment plan from a qualified licensed behavior analyst (plan-specific forms vary)
Coverage details in Arizona
How many hours a week?
No fixed cap under Medicaid/EPSDT — medical necessity; reportedly up to ~40 hours a week for comprehensive programs
Private insurance has to help too
Not on Medicaid? Arizona’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: Steven's Law (HB 2847), enacted 2008 (effective 6/30/2009); caps behavioral therapy at $50,000/yr under age 9 and $25,000/yr ages 9-16; excludes self-funded ERISA and small-group (<50) plans
Waiver programs worth knowing
Waivers can add services or open Medicaid eligibility even when family income is too high. In Arizona: ALTCS (Arizona Long Term Care System) via DES Division of Developmental Disabilities for members with autism/DD meeting institutional level of care; AZ runs Medicaid under a Section 1115 waiver, no separate 1915(c) autism waiver
What does ABA actually cost in Arizona?
Arizona Medicaid reimburses ABA providers roughly $72–$106 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
