ABA therapy in Minnesota

Minnesota Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2013. Here’s how it actually works — and how we handle the messy parts for you.

Does Medicaid cover ABA in Minnesota? Yes.

THE COVERAGE PATHWAY

EIDBI (Early Intensive Developmental and Behavioral Intervention) benefit under Medical Assistance (Minn. Stat. 256B.0949) for under-21 with ASD or related conditions; ABA is one of several approved modalities (also ESDM, DIR/Floortime, PLAY Project)

Getting approved, in three steps

Minnesota requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.

    Round up the diagnosis paperwork

    An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.

  2. 2

    We build and submit the plan

    Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in Minnesota — forms, follow-ups, and all.

  3. 3

    Coverage confirmed. Therapy starts.

    Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.

CMDE (Comprehensive Multi-Disciplinary Evaluation) establishes medical necessity; provider submits the Individual Treatment Plan (DHS-7109) plus CMDE for authorization to the DHS medical review agent (FFS) or the member's managed-care plan

How many hours a week?

Individualized by ITP; intensive EIDBI commonly 20-40 hours a week, max 40 hours a week for young children, ~10 hours a week minimum to count as intensive

Private insurance has to help too

Not on Medicaid? Minnesota’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: 2013 law (Minn. Stat. 62A.3094): state-regulated large-group plans (50+ employees) must cover autism treatment including ABA/EIBI for children under 18, no dollar caps; self-insured plans exempt

Waiver programs worth knowing

Waivers can add services or open Medicaid eligibility even when family income is too high. In Minnesota: DD Waiver; CADI Waiver; also BI and CAC waivers and MA-TEFRA (Katie Beckett) for children — apply via county/tribal agency

What does ABA actually cost in Minnesota?

Minnesota Medicaid reimburses ABA providers roughly $81 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
