ABA therapy in Oregon
Oregon Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2013. Here’s how it actually works — and how we handle the messy parts for you.

Getting approved, in three steps
Oregon requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.

Round up the diagnosis paperwork
An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.

We build and submit the plan
Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in Oregon — forms, follow-ups, and all.

Coverage confirmed. Therapy starts.
Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.

Requires an ASD (or stereotypic movement disorder) diagnosis by an MD/DO/PhD/PsyD using standardized tools (e.g. ADOS); the ABA provider submits a treatment plan for prior authorization to the CCO or OHA's FFS UM contractor; initial assessment (97151) is retrospectively reviewed

Private insurance has to help too
Not on Medicaid? Oregon’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: Enacted 2013 (SB 365), effective for plans from Jan 1 2016; requires a minimum of 25 hours a week of ABA coverage; the 25-hour and age-9 standards are statutory floors not caps and no dollar cap applies
Waiver programs worth knowing
Waivers can add services or open Medicaid eligibility even when family income is too high. In Oregon: ODDS I/DD services via the 1915(k) Community First Choice K Plan (no waitlist for attendant supports) plus 1915(c) children's waivers including Children's Intensive In-Home Services (CIIS), Children's HCBS Waiver and the Children's Extraordinary Needs Waiver (2024); ABA itself is a state-plan OHP benefit
What does ABA actually cost in Oregon?
Oregon Medicaid reimburses ABA providers roughly $59 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
