ABA therapy in New York

New York Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2011. Here’s how it actually works — and how we handle the messy parts for you.

Does Medicaid cover ABA in New York? Yes.

THE COVERAGE PATHWAY

Covered under EPSDT for members under 21 with ASD (or Rett syndrome) diagnosis; carved into Medicaid Managed Care plans effective Jan 1, 2023 (FFS via eMedNY otherwise); delivered by NYS Licensed Behavior Analysts; not reimbursable in school settings

WHO RUNS IT

New York State Department of Health, Office of Health Insurance Programs (NY Medicaid); Medicaid Helpline (800) 541-2831; claims via eMedNY

You don’t have to memorize any of this — we work with New York’s system every day.

Getting approved, in three steps

New York requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.

  1. 1

    Round up the diagnosis paperwork

An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.

  2. 2

We build and submit the plan

Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in New York — forms, follow-ups, and all.

  3. 3

    Coverage confirmed. Therapy starts.

Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.

The fine print, if you want it (New York’s exact rules)

Referral/order from a NYS-licensed Medicaid-enrolled physician, psychologist, psychiatric/pediatric NP, or PA; LBA completes assessment and treatment plan; authorization through the member's managed care plan (or FFS)

Coverage details in New York

How many hours a week?

Commercial mandate caps ABA at 680 hours a year (~13 hours a week); Medicaid hours individualized to treatment plan (industry norm 10-40 hours a week)

Private insurance has to help too

Not on Medicaid? New York’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: Enacted Nov 2011 (S.4005-A/A.6305-A, effective Nov 2012); no age cap; regulation caps ABA at 680 hours/yr (originally $45,000/yr equivalent); caps generally unenforceable under federal mental health parity

Waiver programs worth knowing

Waivers can add services or open Medicaid eligibility even when family income is too high. In New York: OPWDD Home and Community-Based Services (HCBS) Waiver; NYS Children's Waiver (child's own income counted, unlocks Medicaid regardless of parent income)

What does ABA actually cost in New York?

New York Medicaid reimburses ABA providers roughly $58 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
