ABA therapy in Pennsylvania
Pennsylvania Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2008. Here’s how it actually works — and how we handle the messy parts for you.
Does Medicaid cover ABA in Pennsylvania? Yes.
THE COVERAGE PATHWAY
Covered for under-21s through Medical Assistance (Medicaid) EPSDT as Intensive Behavioral Health Services - ABA (IBHS-ABA, replaced BHRS in 2020); delivered through the HealthChoices behavioral health carve-out via county BH-MCOs (e.g. Magellan, Community Care Behavioral Health, PerformCare)

Getting approved, in three steps
Pennsylvania requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.
1
Round up the diagnosis paperwork
An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.
2
We build and submit the plan
Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in Pennsylvania — forms, follow-ups, and all.
3
Coverage confirmed. Therapy starts.
Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.
The fine print, if you want it (Pennsylvania’s exact rules)
The IBHS agency submits an authorization request to the county BH-MCO with a written order from a physician/psychologist, a behavioral assessment and an individual treatment plan; certain IBHS require prior authorization per the Jan 2020 MA fee schedule notice

How many hours a week?
Not standardized; hours set by the prescriber's order and BH-MCO medical-necessity review
Private insurance has to help too
Not on Medicaid? Pennsylvania’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: Act 62 enacted 2008 - first-in-nation autism mandate; $36,000/yr benefit maximum for individuals under 21; a Nov 2023 PA Insurance Department notice requires autism to be covered as a mental health condition under federal MHPAEA parity from Jan 1 2024, effectively superseding the dollar/age caps
Waiver programs worth knowing
Waivers can add services or open Medicaid eligibility even when family income is too high. In Pennsylvania: ODP waivers serving autism/ID: Consolidated, Community Living and Person/Family Directed Support (P/FDS) waivers; autism-specific adult programs: Adult Autism Waiver (AAW) and Adult Community Autism Program (ACAP)
What does ABA actually cost in Pennsylvania?
Pennsylvania Medicaid reimburses ABA providers roughly $51 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
